Theo lộ trình, module năng lượng khoa học sẽ được đưa lên quỹ đạo vào năm 2027. Ba module tiếp theo sẽ được đưa lên quỹ đạo trước năm 2030. Bốn module này sẽ tạo thành hạt nhân của trạm vũ trụ.
